ENTRY AND TESTING PROTOCOLS FOR INTERNATIONAL ARRIVING PASSENGERS

Effective 16 January 2022

The IATF-EID approved the following amendments to the entry and testing protocols for international arriving passengers in all ports of entry in the Philippines effective 16 January 2022 until further notice:

 I. Testing and quarantine protocols for international arriving passengers in all ports of entry in the Philippines shall be as follows:

A. The protocols for “Green” List countries/jurisdictions/territories in all ports of entry in the Philippines shall be as follows:

            1. Fully vaccinated international arriving passengers shall be required to present a negative Reverse Transcription – Polymerase Chain Reaction (RT-PCR) test taken within forty-eight hours (48hrs) prior to departure from the country of origin. Upon arrival, they shall no longer be required to observe mandatory facility-based quarantine but shall self-monitor for any sign or symptom for (7) days with the first day being the date of arrival.

            2. For unvaccinated, partially vaccinated, or individuals whose vaccination status cannot be independently validated, they shall be required to present a negative RT-PCR test taken within forty-eight hours (48hrs) prior to departure from the country of origin. Additionally, they shall be required to undergo facility-based quarantine until the release of their negative RT-PCR test taken on the fifth (5th) day. After which, they are enjoined to self-monitor for any symptoms for fourteen (14) days, with the first day being the date of arrival.

B. The protocols for “Yellow” List countries/jurisdictions/territories in all ports of entry in the Philippines shall be as follows:

            1. For fully vaccinated individuals: a negative RT-PCR test taken within forty-eight hours (48 hrs) prior to departure from the country of origin will be required. Upon arrival, they shall undergo facility-based Page 2 of 3 BJD.msm-07D6-6e11-ea4e Not valid without authentication code quarantine with an RT-PCR test taken on the fifth (5th) day, with the date of arrival being the first day. Once with a negative result, they may be released for completion of home quarantine up to the seventh (7th) day from the date of arrival.

            2. Individuals who are unvaccinated, partially vaccinated, or whose vaccination status cannot be independently validated: a negative RTPCR test taken within forty-eight hours (48 hrs) prior to departure from the country of origin will be required. Upon arrival, they shall undergo facility-based quarantine with an RT-PCR test done on the seventh (7th) day, with the date of arrival being the first day. Once with a negative result, they may be released for completion of home quarantine up to the fourteenth (14th) day from the date of arrival.

C. The protocols for “Red” List countries/jurisdictions/territories in all ports of entry in the Philippines shall be as follows:

            1. The inbound international travel of all persons coming from or who have been to “Red List” countries/jurisdictions/territories within the last fourteen (14) days prior to arrival to any port of the Philippines shall be allowed.

            2. For fully vaccinated individuals: a negative RT-PCR test taken within forty-eight hours (48 hrs) prior to departure from the country of origin will be required. Upon arrival, they shall undergo facility-based quarantine with an RT-PCR test taken on the seventh (7th) day, with the date of arrival being the first day. Once with a negative result, they may be released from facility quarantine, provided the completion of home quarantine up to the fourteenth (14th) day from the date of arrival.

             3. For individuals who are unvaccinated, partially vaccinated, or whose vaccination status cannot be independently validated: a negative RTPCR test taken within forty-eight hours (48 hrs) prior to departure from the country of origin will be required. Upon arrival, they shall undergo facility-based quarantine with an RT-PCR test done on the seventh (7th) day, with the date of arrival being the first day. They may be discharged only upon the completion of a 10-day facility-based quarantine, regardless of a negative RT-PCR result, and shall observe home quarantine until the fourteenth (14th) day, with the date of arrival being the first day.

D. Negative pre-departure RT-PCR tests taken seventy-two hours (72 hrs) prior to departure shall be honored until 0001H of 19 January 2022.

E. All other provisions of IATF Resolution No. 154-C, Series of 2021, not affected by the foregoing shall remain in force.

II. In addition to the foregoing, foreign nationals allowed to enter into the country shall be subject to the following protocols: Beginning 16 February 2022, proof of full vaccination shall be made a requirement for entry of all foreign nationals allowed to enter the Philippines. 1. An individual shall be considered as having been fully vaccinated for COVID19:

            1. More than or equal to 2 weeks after having received the second dose in a 2-dose series, or

            2. More than or equal to 2 weeks after having received a single-dose vaccine.

            3. The vaccines administered to the individual are included in any of the following: a. Emergency Use Authorization (EUA) List or Compassionate Special Permit (CSP) issued by the Philippine Food and Drug Administration; or b. Emergency Use Listing of the World Health Organization.

            4. Foreign nationals must have the following proofs of vaccination against COVID-19 recognized under existing IATF-EID regulations:

                        a. World Health Organization International Certificates of Vaccination and Prophylaxis;

                        b. VaxCertPH; or

                        c. National/state digital certificate of the foreign government which has accepted VaxCertPH under a reciprocal arrangement unless otherwise permitted by the IATF.

2. Exceptions to the requirement that all passengers to be fully vaccinated and to provide proof of vaccination status prior to boarding an airplane/vessel to the Philippines are absolutely limited to the following groups:

            1. Children below eighteen (18) years of age;

            2. People medically unable to receive the vaccine, as certified by a competent public health authority in the country/port of origin; and

            3. Foreign diplomats and their qualified dependents/9(e) visa holders.
