PHILIPPINE LAND TRANSPORTATION OFFICE (LTO) CERTIFICATION

  • The Philippine Consulate does not obtain driver’s license certificates directly from LTO.
  • The applicant will apply from LTO in the Philippines for an LTO Certification through a representative in the Philippines.
  • LTO certification may be transmitted directly by LTO to the Philippine Consulate General in Melbourne thru email address: [email protected].
  • Based on the email certification, the Philippine Consulate will then issue its own certification as required by VicRoads.
  • Applicant shall request LTO to provide the following information via email:
a. License Type and Number
b. License Number
c. Date of Issue of License
d. Official Receipt Number
e. Date of Issue of Official  Receipt
f. Amount Paid
g. Agency
h. License Expiry Date
i. Restriction Code/s
j. Date of Birth
k. Holder of License since
  • Submit an original and Two (2) photocopies of the data page of the Philippine passport
  • Photocopy of Philippine Driver’s License, if any
  • Certification Fee: AUD45.00 Cash and Debit Card Only
  • Self-addressed “Express Post” envelope (A4), which can be obtained at any Australia Post.
  • Personal submission of LTO Certification – Apostilled by DFA to the Philippine Consulate (Appointment is required using the link below)
  • Applicant will bring to the Philippine Consulate the following:
a. LTO Certification – Apostilled by DFA
b. Original and Two (2) photocopies of the data page of the Philippine passport
c. Photocopy of Philippine Driver’s License, if any
d. Certification Fee:AUD45.00 Cash and Debit Card Only
e. Self-addressed “Express Post” envelope (A4), which can be obtained at any Australia Post.
  • The Certification to be issued by the Philippine Consulate will be forwarded via email to Victoria Roads and to the applicant
  • The Original Certification will be mailed to the applicant for at least THREE (3) BUSINESS DAYS upon receipt of complete requirements.
