GUIDELINES FOR UNACCOMPANIED FOREIGN NATIONALS, 27 JULY 2022

ADVISORY

The Philippine Consulate shares the following summary of Memorandum Circular No. 2022-11 of the Bureau of Quarantine, prescribing guidelines for the exemption from quarantine of minor foreign nationals traveling to the Philippines:

  • Quarantine is NOT required for unaccompanied foreign minors traveling to the Philippines under the following conditions:

AGE 15-17:

  1. One Health Pass (OHP) registration at this website: https://onehealthpass.com.ph
  2. Must have received primary series of COVID-19 vaccine plus any of the following:
     
    • At least one (1) COVID-19 booster shot, or
    • A negative RT-PCR test taken within 48 hours from prior to time of departure from the country of origin, or
    • Remotely supervised or laboratory-based negative rapid antigen test (RAT) administered and certified by a healthcare professional or facility, clinic, pharmacy or other similar establishment taken within 24 hours prior to time of departure from the country of origin.

AGE 5-14:

  1. One Health Pass (OHP) registration at this website: https://onehealthpass.com.ph
  2. Must have received primary series of COVID-19 vaccine plus any of the following:
     
    • At least one (1) COVID-19 booster shot, or
    • Prior coordination and endorsement letter from the relevant foreign embassy in the Philippines and the airline carrying the passenger or
    • Remotely supervised or laboratory-based negative rapid antigen test (RAT) administered and certified by a healthcare professional or facility, clinic, pharmacy or other similar establishment taken within 24 hours prior to time of departure from the country of origin.

AGE 4 AND BELOW:

  1. One Health Pass (OHP) registration at this website: https://onehealthpass.com.ph
  2. In lieu of COVID-19 vaccination or negative RT-PCR or RAT test, any of the following shall be required:
     
    • Prior coordination and endorsement letter from the relevant foreign embassy in the Philippines and the airline carrying the passenger or
    • Letter from the Department of Foreign Affairs (DFA).
  • Non-compliance with the above requirements will subject the traveling minor to mandatory quarantine.

In case the minor is required to undergo quarantine, an Authorization Letter from the parents/s or guardian shall be required, indicating the name and address of the guardian in the Philippines who will accompany the minor in the quarantine facility and RT-PCR testing.
