LAUNCH OF THE PHILIPPINE eVISA SYSTEM IN AUSTRALIA
The Philippine Consulate General is pleased to announce the launching of the Philippine eVisa System in Australia for eligible foreign nationals traveling to the Philippines for temporary visits.
The eVisa System provides a more convenient and efficient online visa application process, allowing applicants to:
✔ Apply for a Temporary Visitor eVisa online
✔ Upload supporting documents electronically
✔ Track the status of visa applications
✔ Receive approved electronic visas remotely
Applicants are advised to visit the official Philippine eVisa portal at:

Note: Applicants must first register and create an account before proceeding with the visa application.
Please prepare the following supporting documents for your Temporary Visitor eVisa application:
- Valid passport or travel document with at least six (6) months validity
- Recent passport-sized photograph with white background
- Tentative Flight itinerary
- Proof of accommodation, if applicable
- Certificate of employment (if employed)
- Certificate of Business Registration (if self-employed)
- Purpose of travel (Letter stating the purpose of travel in the Philippines)
- Invitation letter (For attending a conference, meetings. training and workshops/seminars)
- Proof of income (Bank proof of balance or Confirmation of Balance and payslips)
- Australian Grant visa (for non-Australian applicants)
- Certificate of Social Insurance Record (for Chinese nationals)
- Previous Philippine Visa (if any)
- Certificate of Police Check Record (issued within the last three (3) months)
- Medical referral/record/certificate (For medical treatment/procedure in the Philippines)

Initial requirements for application for 9(a) Temporary Visitors Visa
- Original passport/travel document and a copy
- Certificate of employment (if employed)
- Certificate of Business Registration (if self-employed)
- Purpose of travel (Letter stating the purpose of travel in the Philippines)
- Invitation letter (For attending a conference, meetings. training and workshops/seminars)

Foreign nationals visiting the Philippines temporarily for scientific, commercial, industrial, professional and business purposes, who will not receive any compensation from a company/entity in the Philippines for services rendered in the country.
Minimum Requirements for Business Owners:
- Invitation letter from a Philippine government/private entity or endorsement from a Chamber of Commerce (recognized by the host government) in the country where the business is located;
- Proof of business operations/income; and Business permit/license or registration
- Bank statement of the latest six (6) months or tax payments
Minimum Requirements for Employees:
- Certificate of Employment in a managerial level or higher;
- Endorsement letter from the applicant’s company;
- Employment certificate with remuneration or letter of guarantee from the company/sponsor; and
- Hotel accommodation or proof of lodging.
Foreign nationals visiting the Philippines temporarily for pleasure or touristic, leisure, religious, recreation, or amusement purposes, or to visit family, relatives, or friends, and staying for a predetermined amount of time.
Minimum Requirements:
- Proof of financial capacity (any of the following);
- Bank statement of the latest six (6) months or tax payments
- Employment certificate with remuneration
- Proof of business income
- Letter of guarantee from the sponsor with proof of financial capacity
- Documents proving ties to the home country/country of residence (any of the following);
- Employment certificate
- Property documents
- Itinerary;
- For minors not travelling with a parent/guardian (additional requirement): Letter of permission from a parent/guardian
Foreign nationals visiting the Philippines temporarily for medical treatment purposes or health reasons, including their escorts.
Minimum Requirements:
- Tickets or flight reservation (entry and exit);
- Acceptance letter or confirmation of treatment or appointment from a Philippine medical or wellness institution;
- Proof of medical condition, such as medical abstract from the sending medical or wellness institution;
- Proof of financial means (any of the following)
- Bank statement of the latest six (6) months
- Pay slips for the latest six (6) months or employment certificate with remuneration (for employees)
- Pension statements of the latest six (6) months (for retirees)
- Receipt/confirmation of advance payment or deposit made for the treatment
- Letter of guarantee from the sponsor with proof of financial capacity
- Health insurance policy (if any)
- Hotel accommodation or proof lodging;
- For minors not travelling with a parent/guardian (additional requirement): Letter of permission from a parent/guardian
- For escort: Letter from the sending medical or wellness institution assigning of the foreign national to escort the patient
Foreign nationals visiting the Philippines temporarily on board a private yacht/sailboat; provided that such temporary visit will not entail an employer-employee relationship with a company/entity in the Philippines or the payment of any compensation in the Philippines.
Minimum Requirements:
- Letter from the owner/captain indicating the following:
- Port or area of entry
- Date of entry and period of stay
- List of crew and passengers
- Particulars of the vessel: Type; Name; Registration; Call sign
- Boat insurance policy;
- Cargo manifest;
- Character reference/shipping agent in the Philippines (if any); and
- For minors not travelling with a parent/guardian (additional requirement): Letter of permission from a parent/guardian
Foreign nationals visiting the Philippines temporarily for movie or documentary filming purposes; provided that such temporary visit will not entail an employer-employee relationship with a company/entity in the Philippines or the payment of any compensation in the Philippines.
Minimum Requirements:
- Letter of request addressed to the International Press Center;
- Background of film outfit;
- Curriculum Vitae of the filmmaker, including a shortlist of work credits;
- Synopsis/storyline of the film;
- Itinerary of activities;
- List of members of the crew with designations (if any);
- Employment certificate or contract from the film outfit;
- List of equipment with certificate from the film outfit that said equipment will be re-exported at the end of the trip to the Philippines
Foreign nationals visiting the Philippines temporarily for news and journalism purposes; provided that such temporary visit will not entail an employer-employee relationship with a company/entity in the Philippines or the payment of any compensation in the Philippines.
Minimum Requirements:
- Letter of request addressed to the International Press Center;
- Background of media organization, or of contracting media organization (for freelance journalists);
- Curriculum Vitae of the newsman/journalist, including a shortlist of work credits;
- Synopsis/storyline/purpose of the news;
- Itinerary of activities;
- List of members of the crew with designations (if any);
- Employment certificate or contract from the media company;
- List of equipment with certificate from the media organization that said equipment will be re-exported at the end of the trip to the Philippines.
Foreign nationals visiting the Philippines temporarily for athletic and performing arts purposes; provided that such temporary visit will not entail an employer-employee relationship with a company/entity in the Philippines or the payment of any compensation in the Philippines.
Minimum Requirements:
- Letter of request from the applicant’s team, group, or organization;
- Invitation letter from Philippine Sports Commission, Philippine Olympic Committee, Games and Amusement Board, or a national sporting association duly recognized by the PSC/POC/GAB (for athletes);
- Endorsement letter from the Local Government Unit where the venue of the event is located (for performers);
- Contract or agreements with the organizer, including promotional materials;
- Itinerary of activities;
- Proof of financial means or letter of guarantee from the sponsor;
- List of members of the crew with designations (if applicable); and
- Employment certificate of crew members (if applicable);
- List of equipment with certification from the group that said equipment will be re-exported at the end of the trip to the Philippines (if applicable)
- For minors not travelling with a parent/guardian (additional requirement): Letter of permission from a parent/guardian
Foreign nationals visiting the Philippines temporarily for purposes other than those cited above; provided that such temporary visit will not entail an employer-employee relationship with a company/entity in the Philippines or the payment of any compensation in the Philippines.
Minimum Requirements for Visitors with Other Purposes:
- Proof of financial capacity;
- Documents relative to the purpose of visit;
- Hotel accommodation or proof of lodging; and
- For minors not travelling with a parent/guardian (additional requirement): Letter of permission from a parent/guardian
As governed by Executive Order No. 408 and the subsequent executive issuances amending it, the Department of Foreign Affairs maintains a list of eligible countries whose nationals may avail of visa-free entry to the Philippines provided that they are holders of passports valid for at least six (6) months beyond the contemplated period of stay. They must also possess return tickets to their country of origin or outward-bound tickets to their next country of destination.
Nationals from the following countries are allowed to enter the Philippines without a visa for an initial stay of thirty (30) days:

Countries that are allowed to enter the Philippines visa-free for a stay of fifty-nine (59) days based on existing agreements.
- Brazil
- Israel
Nationals of other countries not indicated/included in the above-mentioned Executive order No. 408 are considered VISA-REQUIRED NATIONALS and will have to undergo more stringent set of documentary and other requirements per Philippine Codified Visa Rules and Regulations and all other relevant DFA Department Orders, Foreign Service Circulars and pertinent regulations.

For Indian nationals – 30 days visa free
Indian nationals may be granted a visa-free entry for a stay not exceeding thirty (30) days under the Foreign Service Circular (FSC) No. 2025-020, provided that they possess the following:
- Indian nationals may be granted visa-free entry for an initial stay not exceeding 30 days, provided they possess the following:
- Valid or unexpired Japanese, Australian, Canadian, Schengen, Singapore, UK, or US visa or permanent residence permit;
- A national passport valid for at least six (6) months beyond the contemplated stay;
- Return or onward ticket to the next country of destination; and
- No derogatory record with the Bureau of Immigration.
- The 30-day visa-free entry may be availed in any Philippine port of entry (major international airports and secondary international hubs, as well as in seaports by passengers on board cruise ships/vessels).
- This type of admission will be non-convertible to other Philippine visa categories.
- The purpose of their visit to the Philippines shall be strictly for tourism.
- For a stay longer than thirty (30) days, they may apply for a visa at Foreign Service Posts (FSP) in India, any FSP in a country where the applicant has legal residence, or any FSP in a country that requires entry visas to Indian nationals.
Indian nationals may be granted a business visa-free entry for a stay not exceeding Fourteen (14) days.
FOREIGN SERVICE CIRCULAR NO. 2026-005
14-Day Visa-Free Entry for Chinese Nationals
- Visa-Free Entry Period
- Chinese nationals may be granted visa-free entry into the Philippines for a stay not exceeding fourteen (14) days.
- Purpose of Visit
- The visa-free entry shall be for tourism or business purposes only.
- Non-Extendibility and Non-Convertibility
- This type of admission shall not be extended by the Bureau of Immigration and shall not be convertible to any other Philippine visa categories.
- Ports of Entry
- Chinese nationals who will avail of the visa-free privilege will be permitted entry into the Philippines through the following designated ports of entry only:
- Ninoy Aquino International Airport, Metro Manila; and
- Mactan-Cebu International Airport, Cebu.
- Chinese nationals who will avail of the visa-free privilege will be permitted entry into the Philippines through the following designated ports of entry only:
- Transit Passengers
- Chinese nationals transiting through the Philippines en route to a third country must obtain a Philippine transit visa prior to entry.
- Security Clearance
- Chinese nationals availing of the visa-free privilege must have no derogatory records with the Bureau of Immigration.
- Entry Requirements
- Chinese nationals availing of the visa-free privilege must present the following documents at the ports of entry:
- Passport valid for at least six (6) months beyond the contemplated stay;
- Confirmed hotel accommodation/booking; and
- Return or onward ticket to the next country of destination.
- Chinese nationals availing of the visa-free privilege must present the following documents at the ports of entry:
- Notarized and duly accomplished non- immigrant visa application.
- Electronic or machine-readable passport valid for at least six (6) months beyond authorized period of stay in the Philippines.
- One (1) recently taken colored photo 1.77″ x 1.37″ (3.5 cm x 4.5 cm), front view, with a white background; no eyeglasses or sleeveless attire. Digital photographs are not allowed.
- Copy of Airline tickets.
- Payment of visa fee in cash or Australian Money Order payable to the Philippine Consulate General Melbourne.
- Letter from employer or manning agency stating the vessel where the applicant will work and the Philippine port where the applicant will board the vessel. (Seamen are allowed to present a one-way plane ticket.)
- Notarized and duly accomplished non-immigrant visa application
- Electronic or machine-readable passport valid for at least six (6) months beyond authorized period of stay in the Philippines.
- One (1) recently taken colored photo 1.77″ x 1.37″ (3.5 cm x 4.5 cm), front view, with a white background; no eyeglasses or sleeveless attire. Digital photographs are not allowed.
- Payment of visa fee in cash or Australian Money Order payable to the Philippine Consulate General Melbourne.
- A self-addressed pre-paid stamped envelope, with tracking number, must be included when sending the application.
For Diplomatic/Foreign Government Officials (FGO) travelling to the Philippines on official business:
- Original valid passport
- Accomplished visa application Form (FA Form No. 2)
- One recently taken photo
- Third Person Note
- Tentative Itinerary or flight details
- Have filled out the “Itinerary Form”
Post endorses to DFA OCA-Visa Division for approval and request the issuance thereof by Post (issuing authority) as the case may be.
- Personal appearance of the applicant at the Consulate.
- Originally accomplished Non-Quota Immigrant Visa application forms to be filed by the applicant.
- Two (2) recent passport size photographs with white background taken within the last three months.
- Current passport of the applicant (minimum validity of 12 months).
- Birth certificate of the applicant and his/her children (If married in the Philippines, applicant’s NSO authenticated Marriage Certificate OR if married outside the Philippines, a Report of Marriage (ROM) issued by the Philippine Embassy or Consulate.
- Personal appearance at the Consulate of the Filipino spouse or a duly notarized endorsement letter from the Filipino spouse (in case the Filipino spouse is abroad or in the Philippines). The endorsement letter must contain the Filipino spouse’s address and contact number abroad.
- Current valid passport and visa of Filipino spouse
- Police Clearance based on fingerprint check issued by the Australian Federal Police
- Documentary evidence or proof of financial capability of the applicant and/or the Filipino spouse (for example: bank statement, investment certificates, house or property ownership, pension plan, etc.).
- Original Medical Certificate (FA Form No. 11) accomplished by a General Practitioner or physician authorized and accredited by the Australian Government. The medical certificate must also include the X-ray film, laboratory reports, etc. The medical examination report is valid only if submitted to the quarantine officer at the port of entry in the Philippines together with the visa application, within six (6) months from the date the examination was conducted.
- In case the applicant is a former Philippine citizen, evidence of the former citizenship such as Philippine passport birth certificate and certified true copy of the Certificate of Naturalization (Australian Certificate of Citizenship).
- If the applicant had lost or renounced Philippine citizenship because of marriage to another national; certified true copies of birth certificate, marriage certificate and evidence of present foreign citizenship.
- A non-refundable visa fee to be paid either in cash or postal money order payable to the “Philippine Consulate General in Melbourne” Refer to Schedule of Fees.
- The Consulate reserves the right to require the submission of additional documents as deemed necessary.

13(a) Medical Certificate (FA Form No.11)
The Philippine Retirement Authority (PRA) is a government-owned and controlled corporation mandated to attract foreign nationals and former Filipino citizens to make the Philippines their second home or retirement destination.
PRA’s core product is the Special Resident Retiree’s Visa (SRRV) (click the link), a non-immigrant visa which allows multiple entry and indefinite stay in the Philippines.
- A Filipino citizen who has been continuously out of the Philippines for a period of at least one (1) year, a Filipino overseas worker, or a former Filipino citizen and his or her family
- A Filipino citizen or former Filipino traveling with a foreign spouse or children, may avail the visa-free basis for a maximum stay of ONE (1) YEAR in the Philippines.
- Requirements (to be presented with the Philippine Immigration):
- Copy of Birth certificate or Philippine passport of Former Filipino
- Copy of Marriage Certificate/Report of Marriage
